Best way to increase state funding in the school districts is to increase the ADM (average daily membership) of students, in other words attendance. If the ec(extra curricular) classes that students are interested in are available and adequately funded then the ADM will increase. That’s what we are trying to help. Same thing goes with sports, if the sports students are interested are offered and adequately funded they will attend school more.

Extra money goes to small counties to help the student achievement but $15,000 difference per ADM for one the highest vs one of the lowest per ADM
This also affects the quality of teachers and their salaries. More money per ADM means higher salaries which can lead to better teachers that help motivate students to attend school which equals a higher ADM. It looks like a vicious cycle that school districts can’t get out of. They need more money from the state but they can’t get it due to not being able to increase their ADM. The ways to get a higher ADM are limited by money which they can’t get more of. That’s where we come in.
Philadelphia School Funding
School District of Philadelphia funding program for schools is based on the poverty levels (Title I) for that particular school. For example: if School A has a poverty percentage of 41% they will receive $152,000 in funding, while School B's percentage is 91% and receives $578,000 in funding.

Philadelphia High School For the Creative and performing Arts
Athletic and Extra Curricular Funding
Athletic:
For 54 high schools in the Philadelphia School District they have a yearly budget of $7.2 million for 2024-2025 school year.
This funding is used to host middle school athletic conferences as well, for grades 6, 7, and 8th.
These funds are used for athletic supplies, equipment, uniforms, transportation, lodging/travel, necessary personnel, contracts, and facilities to host athletic programs.
● About $800,000 for transportation services
● $600,000 for game officials assignment and payments
●$475,000 for athletic trainers to cover all athletic events, ensuring the safety of all student athletes.
● $365,000 for school police for athletic events
● $150,000 for automated external defibrillators for cardiac safety and training initiative.
● $100,000 used to maintain the infrastructural integrity of the District’s four athletic supersites, athletic field complexes, and gymnasiums.
● $100,000 for out-of-city lodging for regional and championship level competitions.
●$50,000 for use of facilities
Arts:
$20 per student for art supplies these funds cover programs of visual arts, music, theater, and dance.
